With reference to Colonial Office letter No. 53548/37 of the 1st Cctober, I am directed by Mr. Secretary Eden to state that he concurs in Mr. Secretary Ormsby-Gore's proposal to approve the action of the Acting-Governor of Hong Kong in releasing war material for export to China without insisting upon the authentication of individual "huchaos" by His Majesty's Representative at Nanking.

2. Copies of this letter are being sent to the Admiralty, the War Office, the Air Ministry, and the Board of Trade.
